1. Introduction

The purpose of this handbook is to provide information to prospective learners, employers or other interested parties to ensure they are fully informed about the training and assessment we provide.

In line with the Standards for Registered Training Organisations (RTOs) we are required to provide information about our policies and procedures to clients and learners before enrolment—this Handbook does that, and informs you about the services we provide and what we expect from our learners. Please ask our staff if you need further clarification or have any questions.

We provide a range of training courses to organisations wishing to increase the safety-related competencies of their personnel both directly and indirectly through our partnering organisations.

Some of our training leads to nationally recognised qualifications and units of competency and where applicable our practical training environment closely resembles the workplace to provide learners with the opportunity to receive training and obtain competency with practical ‘hands on’ activities.

2. Commitment

We have agreed to abide by the principles of the Australian Qualifications Framework. As such we are committed to providing a quality service with our focus being on continuous improvement. All learners and employers are encouraged to provide feedback about any issue.

We also undertake regular reviews of ours and our partner’s management systems, provide opportunities for our staff to undertake professional development and encourage feedback from our staff and partners improve our RTO operation.

3. Work Health and Safety

We are dedicated to creating and maintaining a safe and healthy working environment for all our learners. As a result, all learners will initially receive a site safety brief which will include as a minimum the following:

  • Expectation that learners will comply with all lawful instructions;
  • First Aid (treatment, location of first aid kit);
  • Reporting of incidents (including WHS, unserviceable equipment);
  • Fitness for Work Policy;
  • Behaviour (equity and diversity, language, harassment etc);
  • Fire evacuation procedures;
  • Not endangering others’ health and safety; and
  • Amenities (toilets, smoking area, lunch room).

4. Nationally Recognised Training

All nationally recognised training is delivered by National Safety Council of Australia (NSCA) or a partnering organisation to NSCA. NSCA is responsible for compliance with the RTO standards. All partnering arrangements will include a reference to NSCA as the RTO. All partners of NSCA including related companies are monitored by NSCA for their compliance with RTO standards. All qualifications and statements of attainment are issued by NSCA.

8. Selection and admission

Some of our nationally accredited courses include entry requirements that learners must meet and these are outlined in the detailed course information on our website. Some courses also have Numeracy and Literacy requirements, please refer to Section 8 below for further information.

Learners are to comply with their employer stated Fitness for Work policy whilst attending any training course. Trainers reserve the right to suspend from a training course any learner(s) that is disruptive or unsafe.

Some training courses provided may involve physical exertions in conditions that can be mentally and physically stressful. In some courses it will be inappropriate for injured workers or workers currently involved in Worker’s Compensation claims or rehabilitation activities as part of a return to work plan, to participate.

Our trainers reserve the right to suspend from their training courses learners who are unable to actively participate in the course activities as a result of injury.

Should this situation arise, immediate and discreet contact will be made with the client contact to discuss future training options for the individual concerned.

9. Unique Student Identifier (USI)

ALL students undertaking nationally recognised training delivered by a Registered Training Organisation (RTO) will need to have a Unique Student Identifier. A USI gives students access to their online USI account which is made up of ten numbers and letters. A USI account will contain a student’s nationally recognised training records and results completed post 1 January 2015.

Students who need a USI include:

  • Students who are enrolling in nationally recognised training for the first time
  • School students completing nationally recognised training, and
  • Students continuing with nationally recognised training

Once a student creates their USI they will be able to:

  • Give their USI to each training organisation they study with
  • View and update their details in their USI account
  • Give their training organisation permission to view and / or update their USI account (our details are)

  • View online and download their training records and results in the form of a transcript

10. Numeracy and Literacy

To participate in training, you need literacy skills to the level that would be used in the workplace. For example, in many of the units we offer you will need to be able to read and apply standard operating procedures. Some training offered by us requires the ability to carry out mathematical calculations. If you have difficulties reading or carrying out mathematical calculations, contact us prior to training so we may discuss your individual needs. If assistance is required, we will participate in discussions with you to determine the most appropriate action to ensure you have the opportunity to complete the course at the earliest time.

11. Course requirements

Learners are to wear normal work clothes to their course. This includes smart causal clothing and covered footwear (no thongs). If practical demonstration of competency is required, learners must wear steel capped boots, long sleeve shirt and long pants or overalls. If you are unsure of the dress code requirements, please contact us. Learners who do not comply with the required dress code may be refused admission to their course. Our trainers reserve the right to suspend from training courses learners who are dressed inappropriately for the training they are undertaking.

Courses will commence at the listed time. Due to the nature of the training learners shall be in attendance for the full duration. Learners who arrive after the scheduled start time may not be admitted. If a learner is running late they are to contact us to notify of estimated time of arrival.

At the start of each day of training learners are required to sign a Course Attendance Sheet. In the event this is not signed learners maybe classed as Not Yet Competent (NYC).

12. Drugs and Alcohol in the Workplace Policy

We are committed to ensuring the health, safety and welfare of all employees, visitors and learners by providing a safe working environment. Learners who are adversely affected by drugs and alcohol are deemed not fit for work. They pose a hazard to themselves, other learners and our trainers and employees. In line with this any learner who is adversely affected by either alcohol or drugs in the opinion of the trainer will be turned away from training.

Learners are to comply with their employer stated Fitness for Work policy whilst attending any training course. In the event a learner is turned away from training because of “Fitness for Work” concerns the learner’s employer will be contacted.

We shall not be held responsible for any cost incurred by an individual, employer or organisation as result of not being able to complete any training due to “Fitness for Work” issues.

13. Santos Training

It is the direction of SANTOS that learners shall be subject to random drug and alcohol testing whilst attending any of the following courses:

  • Santos Operate Vehicles in the Field
  • Santos Permit to Work Rev 7.4
  • Santos Module 49 Gas Detection and Monitoring
  • Santos Confined Space Entry

The trainer is to ensure breath testing is to be conducted prior to the commencement of the course on Day One. The trainer is to test all learners following the guidelines set by the manufacturer of the equipment. A limit of 0.00% blood alcohol levels must be maintained at all times during training. Failure to comply with the breath testing requirements will result in the learner being excluded from the course and receiving a Not Yet Competent result. The trainer is to list the reason for this result in the final assessment comments section.

If a learner receives a positive blood alcohol reading, then it is at the trainer’s discretion to offer a second test at least 10 minutes after the first. If a learner has failed the blood alcohol test, then the trainer will advise the relevant Training Coordinator immediately.

We will then contact the employer to make suitable arrangements to ensure the learner is provided with suitable transport to an appropriate location.

15. Pre-requisites

For some of the training courses offered there are pre-requisites which must be completed either before enrolment or before a statement of attainment/qualification can be issued. Individual course outlines contain applicable information on pre and co requisites. 

Some courses provided also have online training course components to ensure learners have the necessary pre-requisites.

16. Our Learning Style and Assessments

Our learning programs are usually conducted at our venue and where applicable includes practical ‘hands-on’ experiences, as well as small group classroom based activities and discussion. Our trainers are all experienced in the field of workplace safety. Our assessment process is in accordance with the National Assessment Principles and conforms to the Standards for RTOs.

Where possible the assessment process is as flexible as possible within the requirements of the units of competency.

Every effort is made to ensure the fairness of assessments. To this end we use standard assessment criteria. This criterion is supplied with the assessment tasks to ensure all learners are aware of the criteria for the achievement of competence. Instructions for assessment tasks/activities are made clear and explicit and you are allowed a reasonable and specified time to complete assessment tasks.

Assessment methods used include: practical demonstration, workplace projects, portfolio development, written assignments, questioning and problem solving.

Your trainer will give you feedback about the outcomes of assessments and will guide you on options in relation to assessment outcomes. If you are not satisfied with the assessment outcome the Complaints and Appeals procedure should be followed.

At the conclusion of the course, if a learner has been deemed Not Yet Competent by the assessor, the learner may be required to re-enrol to re-sit the course will be charged at the full course cost.

17. Fees, charges and refunds

Course fees are listed for each course on our website. Fees for onsite training are invoiced to the relevant organisation on training completion. Individual learners are required to pay the fee on commencement.

We offer fair and reasonable refunds as per the conditions outlined below. However, no refund applies if you withdraw after commencement unless special circumstances, such as illness apply. Final decisions regarding refunds, fees, cancellations and transfers are at the discretion of Management.

Course cancellation policy is:

All cancellation and transfer requests must be received in writing. The following policy applies for all training courses:

  • 10 or more business days notice before the scheduled commencement date – no charge and any fees paid may be refunded.
  • Within 10 business days prior to the scheduled commencement date – Forfeit of the fee.

For distance education refunds of fees will only be provided where cancellation is within 10 business days from enrolment.

Course transfer policy is:

Transfer to another course date is acceptable if notice is received in writing to the Administration Team up to 2 Business days prior to the course commencement and may incur an administration fee of $50 (plus GST).

Substitute of a learner is acceptable prior to course commencement at no charge.

Non-attendance of any Course will not entitle the Client to any refund, set-off, waiver or reduction of the Fee, and the Client remains required to pay all Fees in respect of courses that it does not attend, unless otherwise agreed in writing with the Company.

In the event any learner is turned away from training as a result of being adversely affected by drugs or alcohol in the trainer’s opinion, there shall be no refund.

Scheduled dates for public course are available on the website and are subject to sufficient numbers of learners wishing to undertake the training. Should a course be cancelled due to insufficient registrations the learner will be contacted and offered the opportunity to re-schedule or where applicable receive a refund.

18. Consumer Affairs

19. Statements of Attainment and Certificates

Upon successful completion of a course or qualification the learner will receive a Statement of Attainment or a Certificate within 30 calendar days of completion of training.

If you require a replacement Statement of Attainment or Certificate, please email training@blackwoods.com.au . An administration fee of $30.00 + GST applies.

Requests for replacement wallet cards are $20 + GST per card, in the case that it’s over 3 years from the course date, the ticket cannot be replaced, however, a Statement of Attainment can be provided with a fee of $30.00 + GST per statement. 20. Access and equity

All learners (and where appropriate their sponsors, employers or any other stakeholders) are afforded non-discriminatory access to our training programs, so that their specific needs in participating in training are identified and accommodated. This will be achieved by:

  • Marketing and enrolment procedures which recognise the needs of all potential client individuals/groups.
  • Ensuring that all relevant access and equity principles and issues are taken into account during the course design and delivery and assessment processes including reasonable adjustment.

If you have any special needs, we encourage you to tell us about them so we can work to meet your needs, and keep you on track.

Who is responsible for access and equity? We all are. You have responsibilities to treat others fairly whilst in training and we must treat you fairly in provision of our training and assessment services.

21. Skills Recognition

We offer two methods of skills recognition: Recognition of Prior Learning and Credit Transfer.

RPL recognises skills, knowledge and experience learners have gained from other courses, work experience, life experiences and from any informal training provided at work. This is checked against the learning outcomes and assessment criteria contained within a specific unit of competency and could result in the learner finishing the course much earlier or having a reduced course load.

Any learner who believes that their prior learning and experience will adequately assist them in completing a unit(s) and can provide evidence that they are already competent in the learning outcomes of specific units are able to complete units by the RPL process. This involves completing an application and for some courses a self-assessment. Additional evidence may need to be obtained via an interview and/or 3rd party report. If any gaps are identified, further evidence may be requested or training may be required.

If a learner believes they have sufficient skills and knowledge to apply for RPL, they can complete and submit an RPL form.

Further to the RPL Process we will recognise Qualifications or Statements of Attainment issued by another Registered Training Organisation. This process is called Credit Transfer.

If a learner has completed one or more of units at another institution or by completing a course with us they may be granted credit for that unit(s). Certified copies of Qualifications and/or Statements of Attainment must be provided in order to apply.

Please note some courses are not eligible for RPL.

Costs associated with RPL and Credit Transfer


Qualifications

  • Certificate IV in WHS from $900 (additional fees apply for any required gap training)
  • Diploma WHS from $900 (additional fees apply for any required gap training)
  • WHS Statement of Attainment from $450 (additional fees apply for any required gap training)
  • Credit Transfer $50 per unit

RPL for all other applicable courses is charged at 80% of the course fee.

22. Productive participation

We expect learners to make a positive contribution and to treat others with respect and courtesy; and we will treat any inappropriate behaviour seriously. We consider the following (but are not limited to) are examples of inappropriate behaviour that will not be tolerated under any circumstances:

  • taking, possessing, trafficking, or being affected by illegal substances or alcohol;
  • engaging in physical violence or threats of violence, bullying or other harassment using abusive language, or possessing illegal weapons;
  • acting in any way that could cause any loss, damage or harm to other learners, staff, property and equipment; and
  • academic misbehaviour which may be defined as cheating or the distraction of others.

Definitions of cheating and plagiarism are:
Cheating
violation of the assessment rules to gain an advantage
Plagiarism the copying of the language, ideas or thoughts of another author, and representation of their work as learner’s original work.

Trainers will actively monitor learners for cheating and plagiarism. Learners will also be required to sign a declaration on each assessment tool indicating they have not plagiarised or cheated. All incidents of cheating and plagiarism are to be reported to the Trainer Supervisor or NSCA Learning and Development Manager as applicable. Consequences for cheating and plagiarism are the same and may result in;

a) the learner being required to re-do another equivalent assessment task or re-enrol, or
b) the learner being excluded from the course with no refund of fees.

A letter will be given to the learner explaining the situation within 14 days and will be kept on the learner file.

23. Training Equipment

During the conduct of some training courses learners will be issued or be given access to safety equipment. This equipment is to be used in accordance with the instructions given by the trainer. In the event a piece of equipment is not used appropriate, this may result in equipment becoming unserviceable and more importantly become unsafe for the learner or next user.

All equipment will be inspected prior to, during and after use. On most occasions this may be factored into the training. In the event a piece of equipment is found to be faulty or damaged the item shall be removed from service and the trainer is to be informed immediately. If a piece of equipment is purposely damaged or treated in a manner not in accordance with the instructions given by the trainer, a fee may be charged.

24. Accessing learner records

At any time learners can ask their trainer for access to records of their participation and progress. Learners enrolled in a qualification are able to access their progress records via the NSCA student portal. At any time after completing training, learners may request access to their academic records and can do this by contacting their local office if they wish to do so.

If an employer requires access to their current or future employee’s training records they are required to firstly obtain permission from the learner (and provide evidence of this) in order for the employer to receive records or information for that learner/employee.

Evidence of nationally recognised training is kept on file for a period of 30 years.

25. Complaints and appeals

Learners have the right to submit a complaint regarding our services or appeal against a decision e.g. assessment decisions.

Any learner who feels they have been unfairly dealt with in any aspect of the training should submit in writing the exact reasons for concern, making a note of instances and when they occurred.
Learners and employers can submit their concerns via the NSCA website http://nsca.org.au/about-us/contact-us/complaints-and-appeals/. All written complaints will receive written confirmation of their receipt and the outcome.

We will deal with reported complaints and appeals in as timely a manner as the circumstances of the complaint or appeal allow, giving the learner the opportunity to present their case in person if appropriate. If this is difficult to do on your own, you can ask someone to do it on your behalf, or to be with you when you make a complaint or present an appeal. This dispute resolution process does not circumscribe a learner's rights to pursue other legal remedies.

Learners who believe that their assessment result does not accurately reflect their performance may request a re-assessment. This must be done within two weeks of being informed they are Not Yet Competent.

26. Support services

Learners requiring support services should speak with their local office or trainer. In cases where it is not possible to provide learner support in house we will assist the learner to engage an external provider.

27. Child protection

We acknowledge that we are required to comply with Federal, state, and territory legislation relating to child protection. As such, trainers working with clients and learners under the age of eighteen are required to undertake the appropriate Police Checks or appropriate working with children checks for their respective state.

28. Privacy and confidentiality

We are bound by privacy legislation and the Australian Privacy Principles. The personal information disclosed by you will be used for the purposes of identifying you and confirming your participation. If applicable, financial information disclosed by you will only be used for the purposes of affecting the transaction to which it relates. We undertake to ensure that personal information is held in a secure environment and is protected from misuse, loss, unauthorised access, modification or disclosure.

We do not permit third parties to access and/or use information about you other than to perform the service that we have been contracted to provide, or as required by law. All suppliers, agents and third party companies are required to agree to protect your information in the same way we do.

We will, upon your request and subject to applicable privacy laws, provide you with access to your personal information held by us.

29. Additional Information for Learners Undertaking Qualifications

The following information relates specifically to learners undertaking WHS qualifications. If you are not undertaking a WHS qualification, the following information does not apply.

Learning Modes

In accordance with our philosophy to provide quality, flexible WHS learning, we offers learners the opportunity to study WHS qualifications via various delivery methods.

  • Distance Education. Units are accessible on the NSCA website via the student portal with Learning & Development Trainer/Assessor available to offer support.
  • Face to Face Interactive Learning. Face to face workshops scheduled in venues Australia wide. Course assessments are completed self-paced, post workshop.

Assessment Requirements

Each unit of your qualification consists of an assessment. Assessments are written assessments and consist of a combination of short response questions, scenarios/case studies and workplace projects. Learners will need to be able to access a workplace in order to complete the workplace projects.

For face to face delivery, the assessments are completed post workshop. This is to ensure that the learning from the workshop is assessed in a workplace environment. Assessments are not completed during the face to face contact time.

For distance education and face to face delivery, Microsoft Word templates of the assessments are provided via your student portal.

System Requirements

Learners must have access to the following in order to complete their studies:

  • Personal Computer, with Internet Explorer 9 or Google Chrome. If you have IE 10 or 11 you may experience issues with the student portal. We strongly recommend using Google Chrome.
  • Microsoft Office with Word, Excel, PowerPoint programs. Microsoft Publisher is recommended but not essential.
  • Adobe Acrobat Reader
  • Email

Learners are required to submit their assessment responses via the student portal using an appropriate software program, for example, Microsoft Word, Microsoft Excel, Microsoft PowerPoint.

Qualification Levels

A qualification is designed based on the Australian Qualifications Framework (AQF) specifications and provides the requirements for the construction of the qualification. These specifications cover all levels of qualifications from Certificate I through to Doctoral Degrees. AQF was developed to ensure national recognition and consistency between Training Providers, as well as a common understanding of what defines each qualification.

Each specification includes details regarding the broad range knowledge, skills and application required at each qualification level. See table below for AQF specifications for a Certificate III, Certificate IV, Diploma and Advanced Diploma qualifications. (Reference AQF 2nd Edition January 2013).

Due Dates

Learners have the following time frames to complete their enrolled course. If a learner has not completed by the relevant due date, their enrolment will be deactivated.


Extensions

It is the learner’s responsibility to meet their course due date.

A ONCE ONLY extension of 6 months is available for a fee of $180.

Learner’s must submit the extension application form at least 1 week prior to the due date to allow processing. If the extension application is not received and processed prior to the course expiry, the learner’s enrolment will expire and deactivate. The NSCA reserve the right to cancel an enrolment without notice, if after the enrolment period, the learner has not completed or achieved their qualification. If requested, a statement of attainment will be issued for any units that have been successfully completed.

Learner’s may request an extension on their course due date within the following conditions:

  • At least 50% of the learners enrolled units have been submitted for assessment; AND
  • The request for extension by completing an Extension Request Form (Appendix 1) and sending to education@nsca.org.au BEFORE the current due date.

Extensions may be denied if:

  • No assessments have been submitted and/or the request for the extension is received AFTER the current due date.

Upon approval of the extension, the amended due date will be provided to the learner.

Expired enrolments will be deactivated. Once an enrolment has been deactivated, reenrolment will be required in order to recommence studies and a full new enrolment fee is payable.

Extenuating Circumstances

Requests for extenuating circumstances WILL NOT be granted on the basis of work commitments. It is the l leaner’s responsibility to meet their course due date.

A request for an extension of time on the grounds of extenuating circumstances may be applied for in the following instances only:

  • Extreme hardship
  • Debilitating medical condition

In all instances, supporting documentation MUST be provided upon application and the provision of additional time is at the discretion of NSCA. In the case of a medical condition, an extension of time will generally be awarded for the period of time covered by the supplied medical documentation.

Learners may apply for extenuating circumstances by completing the Extension Request Form (Appendix 1) and sending to education@nsca.org.au with supporting documentation BEFORE the current due date. All documentation is held in the strictest of confidence. To ensure confidentiality please mark the subject of your email as PRIVATE AND CONFIDENTIAL - EXTENUATING CIRCUMSTANCES APPLICTION.

Certificate IV in Work Health and Safety BSB41415

This course is designed to give learners practical knowledge and skills to enable the provision of valid and timely WHS advice and assist with improving safety in the workplace. Individuals are either in a WHS role, or wanting to secure a WHS role, working under limited supervision and may provide leadership and guidance to others relating to WHS matters. The course covers a broad range of health and safety functions and responsibilities in the workplace including identifying hazards, assessing WHS risks, implementing strategies to control WHS risks and evaluating an organisation’s WHS performance.

This course provides learners with the knowledge and skills to:

  • Implement and support the workplace WHS management system
  • Prepare and advise workplace personnel for dealing with WHS issues
  • Understand WHS legislative requirements and assist with monitoring workplace compliance
  • Implement WHS initiatives and processes that support organisational WHS goals
  • Apply knowledge of risk assessment to contribute to the selection of risk assessment techniques, tools and processes for common hazards
  • Contribute to setting up and running WHS consultation and participation processes

Who Should Attend
Safety Officers, safety supervisors and managers, safety advisors, supervisors, health and safety representatives and workers that have WHS responsibilities.

Entry Requirements
There are no formal entry requirements however it is highly recommended that learners have access to a workplace in order to complete the assessment tasks.

Diploma of Work Health and Safety BSB51315

This course is designed for learners who coordinate and maintain the work health and safety (WHS) program/system within an organisation. It will provide learners with the opportunity to grow their practical knowledge and skills in the development, implementation and management of these programs/systems.

The course provides learners with the knowledge and skills to

  • Recognise, evaluate and manage health and safety hazards in the workplace
  • Administer various work health and safety functions, planning and policy and process development in the workplace
  • Communicate effectively with personnel at all levels of the organisation
  • Developing actions, interventions and measures to prevent re-occurrence of incidents
  • Achieving change in WHS matters

Who Should Attend
Safety practitioners and managers with WHS responsibilities.

Entry Requirements
Learners must hold a Qualification/Statement of Attainment with the 5 core units from the Certificate IV in Work Health and Safety BSB41415 or equivalent, being:

  • BSBWHS402 Assist with compliance with WHS laws
  • BSBWHS403 Contribute to the implementation and maintenance of WHS consultation and participation process
  • BSBWHS405 Contribute to the implementation and maintenance of a WHS management system
  • BSBWHS404 Contribute to the WHS hazard identification, risk assessment and risk control activities
  • BSBWHS406 Assist with responding to incidents

Face to Face Pre Course Assessment Requirements
A pre course workbook is issued upon confirmation of enrolment. This pre course workbook is due for submission of Day 1 of the workshop. If it is not completed and submitted on Day 1 it must be submitted as per the learners due date.
